When sky is clear, the temperature in clear night may dip down more than a cloudy night because when sky is clear there is nothing that can prevent radiation to go out of plant and easily escape from the earth but when night is cloudy there is could that restrict radiation to escape from earth so that's why temperature is higher then clear night.
Here radiation means energy that earth absorb in day time from sunlight and release in night time. As moon absorb energy from sun in daytime and shine in the night.
