'Official language' usually refers to a language in which the government functions, and in which all government services are typically available by law. For example, Singapore has four official languages (Malay, English, Mandarin Chinese and Tamil). As a member of parliament you may deliver your speeches in any of these languages, and any engagement you have with the government can be in any of these languages.

'National language' is more general, and refers to any language that has some special status within the nation. National languages can be official languages too. In Singapore, Malay is designated as the only national language, being the indigenous language there. Our national anthem and military drill commands are given in Hindi, and it is explicitly protected in our constitution.

It should be English as when framing constitution the deccan states objected against the idea of having Hindi as the official language for all office work purposes. So, English was adopted as it was most favoured by the framing assembly.

Hindi is the most widely spoken language of India. That doesn't make it the official language. India uses English as a basic medium of language because Hindi is not a language which is spoken by everyone equally.

There are 22 Official Languages in India. Hindi and English are given the status of Official Language for Government documentations etc.
