Electrons only flow in an instance where there is continuity, therefore in a closed circuit, there is flow of electrons.

Because of ohm's law voltage equal to current and resistance that's why current is maximum that time circuit is closed.

As per ohms low, V==IR, current flow in the Closed circuit, when circuit is open their is no any current to flow.

To flow the current the electron-hole pairs should be recombined that is done when only the circuit is closed.

If the circuit will closed, then and then only current will flow through the circuit and by Ohm's law, V = IR.

If voltage sourse is present & curcuit is open then current will not flow.
