Here matter refers to all the physical substances which are made of atoms. The "state" of the matter refers to the group of matter with the same properties. In other words, you group the objects(matter) together according to their properties.
So in general matter can exist in only 3 states and they are solid, liquid and gas.
Solid - it ve certain shape and occupy some space. one can change its shape.
Liquid - it has size and volume(occupies some space) and it wont possess any shape of its own. It takes the shape of its container.
Gas - A gas is matter that has no shape or size of its own.
So all matters fall under any of these 3 states!
