A chassis means the cover of an electrical unit or board, it must be grounded because of static charge it can cause electrical shock.

A chassis ground is a link between different metallic parts of a machine to ensure an electrical connection between them. Examples include electronic instruments and motor vehicles. Most electronics systems have their circuits reference-linked to the chassis while the chassis itself is often, but not always, linked to the Earth.

Circuit has 3 parts input, connecting path, load. Network means combination of electric elements(chassis).

The whole of its body, in which all of our digital cards are mounted. Means it simply grounded the panel body externally.
