Shells are filled acc. to 2n^2(2n square law)
where n=no. of shell from nucleus
In this case n=1
so,no. of electrons in the shell=2x(1x1)=2

As the count start as 1s1 for hydrogen. 1s1 1s2 for helium and so on. So the maximum no.of electrons near the nucleus will be two.

Yes because it is closest to nucleus of an atom according to 2n^2 law.
