Even tough voltage is too high practically it is impossible for current to be zero. So in that case the only option is circuit is open which offers infinite resistance.
R = V/I.
R - resistance.
V - voltage.
I - current.
If I = 0 then R = infinity.

Current doesn't flow if it is in open circuit, because there is no voltage supply from one end to another end.

When you consider capacitor, i = c(dv/dt), v=const, then i=0. There is no current through the capacitor. Capacitor acts as a open circuit.

When current does not flow the circuit is said to be open while when there is the flow of current it is said to be closed.

Think practically,
If Current is, the circuit always closed.
If circuit is open, there is no way for electron to flow in circuit.
If Current is, the circuit always closed.
If circuit is open, there is no way for electron to flow in circuit.
