Even tough voltage is too high practically it is impossible for current to be zero. So in that case the only option is circuit is open which offers infinite resistance.

R = V/I.
R - resistance.
V - voltage.
I - current.

If I = 0 then R = infinity.

When the ciruit is open there is no flow of current.

As considering ohm's law V=IR.
where V is directly proportional to current.

So, there is voltage in circuit automaticaly no current will produce.

When you consider capacitor, i = c(dv/dt), v=const, then i=0. There is no current through the capacitor. Capacitor acts as a open circuit.

i.e. i=0, it is open circuit.

In a short circuit, the current is infinite (in theory), and voltage is zero.

In an open circuit, the voltage is the same as the source, and the current is zero.

Think practically,

If Current is, the circuit always closed.
If circuit is open, there is no way for electron to flow in circuit.

Current flows only when closed path exists and if the path is open current is zero. i.e I=V/R and if R= infinite ( open) I=0.
