The phase is diferent because dots are on opposite sides of the coils.

Why the phase will be different?

Vs=Ns/Np*Vp
Vs=1/3*40
Vs=13.33v

Primary side voltage=40 and the turns ratio is 3:1

So secondary side voltage is 40/3=13.33v rms in out of phase.
