For TTL the output in never floating type.
Because due to the two transistor only based on ON and OFF condition the output may be HIGH or LOW but not float.

The three states are HIGH, LOW and HIGH-Z.
Basically HIGH-Z introduces a high impedance to the tristate TTL effectively disconnecting the tristate TTL from the rest of the circuit.
