The threshold level are set by the current through resistor connected via the non-inverting terminal. The max. output current in the OTA equals the bias current i.e. the saturated output states I(out) = I(bias).

The operational transconductance amplifier (OTA) is an amplifier whose differential input voltage produces an output current.
