In a series circuit, if there is an open (a break in the path) , no current can flow.
Since no current flows, no voltage drops across any of the resistors or components.
Therefore, the entire source voltage appears across the open (or across the power supply terminals).
So it's true.

Cause and effect: One cannot cause a power supply to produce voltage.
