Short circuit means that the circuit is forward bias, in electronics it means that in a P/N diode the forward bias action lowers the depletion region on the diode (which is the resistance) in to a value close to zero, so if the resistance is zero, holes and elecrons will attract each other thus it means current will flow at maximum value. If the resistance is found then there will be no flow of current which makes the short circuit useless.

Current always flows in low resistance path, in short circuit current is maximum. So resistance is minimum(0).
