If a voltage is connected between contacts 2 and 3 in the given circuit, which resistors will carry current?

All twelve resistors will carry current.
Only R6 and R11 will carry current.

R6, R2, R4 and R11 are all connected in series.

See it this way: from R6 (top board) the elongated path connects to R2 (at the bottom board) by another jumper/elongated path (the slanted one at the right. And obviously, R2 and R4 are connected (top board) , and when you see the bottom board, the connected of R4 (second from the left) has also this jumper connecting to the R11 (contact 3, bottom board).

Please see the bottom circuit and compare with top circuit. It shows that when vtg is connected to the contact 2 then it will pass to the R2 through jumper and resistor R2 is connected to the R4.

And as shown in the top circuit the vtg is connected to the R3 also so the current carrying resistors are R2, R4, R6 &R11.

Just follow the past in both top and bottom boards.

Top board follow the resistors and in bottom one follow the shots.

If voltage is applied to contact 2 which is connected to R6 from R6 it is connected to R2 (see bottom board "/" connection) , R2 is connected to R4 (see top board) , from R4 to R11 (see bottom board).
