Closed switch means circuit is closed which means switch is ON. Reverse bias provides more resistance to flow of current/electrons. So it can not be reverse biased. It should be when it has a low junction resistance because then only current can flow properly.

When both teminal RB then off switch.

If both FB then ON.

If 1 is FB nd 2 is RB then active.

If 1 is RB nd 2 is FB then inverse active.
