If the bandwidth of an RC low-pass filter is 20 kHz, the cutoff frequency is also 20 kHz.

I think it is because F cutoff = 20kHz all frequencies below 20kHz would be passed since it is a low pass filter and anything higher than 20kHz would be greatly attenuated, hence BW would be from 0 Hz - 20kHz or simply 20kHz.

Cut off frequency is the frequency at which the output voltage equals to 70.1% of the input signal.
Thus, the above or below this frequency of 20KHz the output will be less than that of the input voltage.
