When you multiply it using a calculator 1300 to 10^-12 the answer is 1.3X10^-9, you are confused about power, pico is ^-12 and the answer is ^-9.
Remember when you change the place value of the decimal point going to your left you add positive value to the power, and going to your right you add negative value to the power. The question is "same as 1300___, so the answer is correct pF.

Micro=10^-6
nano=10^-9
pico=10^-12
thats why the answer is "D"
