For an open circuit, the ammeter will show minimum value while the ohmmeter will show maximum value. Since both the ends are open, the voltmeter will show some value across the two ends.

Logic:.

If short circuit:current is max.

If open circuit:current is min (almost zero).

So.

Voltmeter & wattmeter cannot give any value when open circuited.

The devices used are ammeter and ohmmeter.
