In parallel voltage across R1 & R2 have same Vs.
But when R2 is removed then total resistance increases so now total current flow through R1 will be also decrease so according to V= IR voltage remains same.

But when we remove the resistance R2, the circuit changes. Now the whole current will flow through R1 only and voltage across R1 will increase according to V=IR relation.

The resistors are connected in parallel.
So in the parallel connection voltage remains unchanged.
So in the parallel connection voltage remains unchanged.
