If fuse would b closed then there would have some current, voltage as current and voltage is given zero it is obvious that fuse is open.

See here current is 0 so simply the current is not folowing in circuit so fuse is open.

Fuse used to open or close a circuit if fuse open means no complete path to current flow in circuit.

But their is shown fuse is close so voltage will pass through the fuse. Become fuse is close and circuit is operating normally.

If the fuse is open then there is no current & voltage is passed.

So,

I=0 & v=0.
