Active filter uses passive filter such as RC filter (can be LP or HP) in their network combined with an amplifier.

Relaxation Oscillators, Signal Generators and Differential Amplifiers also uses passive elements such as Resistors and Capacitors in their networks but not in a form of a RC filter (Passive Filter).

Passive linear electronic analogue filters are those filters which can be described with linear differential equations, they are composed of capacitors, inductors and, sometimes, resistors and are designed to operate on continuously varying signals.

Passive elements are those elements who store or consume energy in form of heat. Like a capacitor, inductor, resistance.
