ns/np=vs/vp=ip/is
for step up vs>vp
(ns/np)>1
ns>np

I think it is coil 1.

No of turns in coil 2 >no of turns in coil 1 -------> for a step up transformer.

In question, they asked about primary. So coil 1.

A transformer that increases the voltage from primary to secondary (more secondary winding turns than primary winding turns) is called a step-up transformer.

So, Answer is COIL1.

For Step-Up transformer; No of Turns in PRIMARY should be LESS THAN the No. of Turns in SECONDARY.

VP/VS = NP/NS.

For Step-Up transformer = VP < VS So, NP < NS.

So, Coil 2 should be used as Step-Up transformer PRIMARY and Coil 1 should be used as SECONDARY.
