Hysteresis is the apposition by any causes are defects to the flow of current.

Is hysteresis produced by change in frequency?

Hysteresis is the lag between input and output.. It depends on both input and previous output..

@Mantesh.
Opposition is to the cause created and not by itself.
For example, lets take an inductor to which current is an input, the change in current (cause-di/dt) is eliminated by reducing it (effect).
Hope its correct.

Hysteresis is graph b/w magnetizing current (x-axis) and magnetism (on y-axis) whenever current changes it produces magnetic field. In transformer for example current changes in primary coil (which is cause) and as a result magnetic field is induced in iron core and in secondary coil (which is effect) so magnetism lags behind magnetizing current.

The phenomenon in which the value of a physical property lags behind changes in the effect causing it, as for instance when magnetic induction lags behind the magnetizing force.
