Filter removes the unwanted AC components the rectifier output ex- RC Filter, LC Filter, pie type filter, T type filter uses the remove the unwanted AC component of the rectified output.

FILTER - Removes unwanted AC component which is present in rectifier output
REGULATOR - Regulates the O/P or in simple words maintains a stable output.

And also shunts are usually loads like a resistor and since a capacitor too is a load hence it can be regarded as a shunt.
