Because machine language is lower level language and it is machine dependent.

Machine language:a computer programming language consisting of binary or hexadecimal instructions which a computer can respond to directly.

Assembly language : it is a low-level programming language for microprocessors and other programmable devices. Each assembly language is specific to a particular computer architecture and operating system.
