How mica is good insulator? But why not air?

Vacuum has the highest, air is not vacuum. Therefore from the choices, Mica has the highest dielectric strength. Dielectric strength refers to the electric strength of an INSULATOR in V/m. Meaning, the higher the dielectric strength, the higher is its insulation properties.
