Because while we connect a fully discharged capacitor to an ohmmeter it shows 0 resistance.

When capacitor is uncharged and connected to the power supply initially the current is maximum and the capacitor act as a short.

At transient state capacitance act as short circuit, inductance act as open circuit.

At steady state capacitance act as open circuit and inductance act as short circuit.
