For series RC circuit, the formula is E= √(E resistive component^2 + E capacitive component^2)
E= √(20^2 + 40^2) = 44.72 V approx. 45 V.
The formula is from power triangle.

In ac circuit, the effective volatage is = sqrt of (vr * vr + vc * vc).
