@Tejas: It has asked only about time constant. If they would ask what will be the total charging/discharging time then 5RC answer would be correct in my opinion.

It asks the charging or discharging time w/c is the same time constant. Not the total charging + discharging time.

For capacitor charging or discharging time constant.
T = 5RC = 5 * 8.5 * 10^3 * 2.5 * 10^-6 = 21.25ms.

Time constant =RC= 8.5 Kohms * 2.5 MicroFarad=21.25 mS
