Option B is correct because a capacitor will be fully charged if the current that it discharges has the same value as the current from the source that charged it. For example a voltage source has a value of 25V with current equals to 1 Ampere. If the source is turned off, the capacitor will discharge, if the current that the capacitor discharges has a value of 1 Ampere then we can assume that is has been fully charged since a current of 1 ampere would indicate that the value of charge stored in the capacitor is 25V.

The capacitor is fully charged., If the voltage is constant, there's no current. If the voltage on both sides of the resistor is the same, there's no current through the resistor and hence into the capacitor, so that's the steady-state - what you call "full" - the capacitor charged to the supply voltage.

Capacitor charges equal to the voltage applied. Then it is disconnected but the charge remains the same even if it is disconnected. So when it is discharged using resistor, the flow of current is same as it is charged to the extent of battery.

When capacitor is fully charged, it act as an Open circuit because.

I = 0 between 2 equal voltage sources.

After 5T, capacitor discharges and I becomes 0.
