Because in active region we do not consider the base resistance so when there is no base resistance then the base current will be zero it means that it will act like pen circuit so in open circuit it will act like a switch which is off.

A transistor has 3 regions i.e., cut-off region, saturation region and 3rd is active region. And in this question it is being written that a transistor has just 2 regions.
