The Base to emitter junction should be always forward bias and collector to emitter junction should always be reverse biased for the transistor to be operated in the active region.

In both active and saturation mode, a base-emitter junction is always forward bias. Whereas base-collector is always reversed biased.

In cut-off mode however, it's another story; to which both are reversed bias.
