The common emitter is a high power gain.

And C.C and C.B are medium and low power gain.

Now the question is low power transistor the base terminal is usually the middle.

In common base forward resistance is very low w.r.to common emmiter & common collector. As the resistance is low in common base so power handling is low. (P=i2 * R)

I think base is always in middle if it high or low resistance.
