If it stated "characteristic curve" automatically it defines the output characteristic. But for this, I think A is correct.

Agree with @Pooja. As input char, we take output voltage constant. And for o/p char, we take i/p current constant. :).

Answer option should be "the graph of collector-emitter voltage (Vce) Vs. Collector current (Ic) ; when Ib is constant parameter. ".

No, its wrong! o/p characteristics is o/p current vs o/p voltage at a constant input current. And so is a bjt current controlled device and not voltage controlled like FET and MOSFET.

Output characteristics is given by output current versus output voltage with input voltage is constant.
