Referance voltage = (total voltage * opp.resistance)/sum of resistance,
= (16 * 2.2)/4 = 8.8 v.
= (16 * 2.2)/4 = 8.8 v.

By voltage dividing rule:
V at non inverting terminal (which is the reference voltage for comp)=
16*2.2k / (2.2+1.8)k = 8.8V
V at non inverting terminal (which is the reference voltage for comp)=
16*2.2k / (2.2+1.8)k = 8.8V
