Check first MSB, is it 1 then the number shall be a negative integer if MSB is 0 the number is positive then proceed as above.

1's compliment sign numbers 0000 1101.

2's compliment sign numbers 0000 1110.

Convert the decimal value is 14.

1's compliment 2nd sign number is 0000 1100.

2's compliment sign numbers is 0000 1101.

Convert the decimal value is 13. Sum of the sign number is 27.

But I can't it. Why should be denoted the - value?
