Mukesh is correct you are wrong, as you said duty cycle = Ton/(Ton+Toff) or Ton/Total Period.
In the problem, Ton and Total Period is given as stated explicitly "a PULSE WIDTH of 3μs and a PERIOD of 9μs" Pulse width pertains to the "on time" while period means the total period.
Therefore,
Duty Cycle = (3μs/9μs)*100% = 33.333%.

Duty cycle = (T_on) / (T_on + T_off),
So, 3 /(3 +9) => (1/4) = 25%.
Duty cycle = (T_on) / (T_on + T_off),
So, 3 /(3 +9) => (1/4) = 25%.
