Given that:
Ton = 2ms.
3*Ton+3*Toff = 20ms.
Then Toff = 8ms.
Duration of complete pulse(T) = 10ms(Ton+Toff).
Then frequency = 1/T = 1/10ms = 100Hz.
Ton = 2ms.
3*Ton+3*Toff = 20ms.
Then Toff = 8ms.
Duration of complete pulse(T) = 10ms(Ton+Toff).
Then frequency = 1/T = 1/10ms = 100Hz.

Because the frequency is 1 cycle/time.
When you look at the graph during 20ms of duration it generates two cycles thus we divide 20ms/2 it will become 10ms per cycle thus using f=1/t.
F = 1/10×10^-3.
F = 100Hz.
