I think this is neither energy nor power signal since at t = 0 its amplitude tends to infinite which is not condition for power signal and according to definition if signal any time tends to infinite value then it become neither energy nor power signal.

Impulse function's amplitude is infinite. Hence it is neither Energy nor power signal.
