It should be 78 because the signal is relayed by a 4.5-degree antenna.
Because of atmosphere resistance, the signal is bounced back many times and it gets modulated by additive white Gaussian noise then it is added with background radiation by the noise signal.

It should be A. Here, (17.34/4.5)^2 is used to denote the rise in signal strength. Signal strength varies inversely with the antenna beamwidth.
