Actually, the correct time should be 240.
Taking into consideration of RF velocity of 3x10^8 m/s and the total distance is 72000 km. 72000km/300000 km/s = .24 sec

540 double hop= outgoing+incoming hence D is correct.

But double hop means two times satellite to earth and the question doesn't define this. For single-hop transmission(outgoing and receiving).
We have calculated earlier distance b/w earth to satellite is 36000km and here we have taken 36000*2 = 72000km.
Hence 240 ms is right.
