Because the circle can be fully surrounded by joining 3 points outside it, thus forming a triangle.

It should be noted that for global coverage 3 'geostationary' satellites are required. For LEO and MEO more satellites will be needed.

Ther are mostly external of the earth surface the round of need minimum three satelite for covering global at 120 degree. 120*3 = 360.
