Any particle which has mass associated with it, however small, cannot reach the speed of light because for it to happen, an enormous amount of energy is needed to accelerate the particle to the speed of light. The mass of the particle will increase as it reaches the speed of light, in turn requiring more energy, which is a catch-22 situation.
This is according to Einstein's Theory of Relativity. So, electrons can achieve very high velocity, but it will still be very low compared to the speed of light.

Electrons can repel each other i.e. same charge then speed will increase. But here why it happens?
