Yes, the right option is B. Propagation constant is = alpha + j beta alpha is attenuation constant and beta is phase constant in case of transmission line above formula is valid but for any medium the formula comes in form of permiitivity and permeability basically emft consist of two theories transmission line and space with dielectric.
