Anyone explain it with the proper formula.

Total circuit current is 15amps and shunt takes current which is 15-0.1amps, total circuit voltage is 0.6*0.1, then we get shunt resistance by applying ohms law i.e
Voltage/current=0.6*0.1/15-0.1 = 0.004Ω.

Rsh = Rm/(N-1).
Where N= I/I'm.

Why we take 0.6 there?

Rsh = Rm/(N-1).

Where N= I/I'm.

=(0.6)/(15/0.5)-1.
=(0.6/15-0.5) * 0.5,
=O.004.
