White=9. None=+or-20%. Silver=+or-10%. Gold=+or-5%. So red=2, red=2, black=0, silver is 10%. First color is digit. Second color is digit. Third color is power of ten. Fourth color is tolerance. 22*10^0/+or-10%. So answer is 22+or-10%.
