Color code is like BBROYGBVGW.

We used say as : BB ROY Great Britain Very Good Wife.

Black=0.
Brown=1.
Red=2.
Orange=3.
Yellow=4.
Green=5.
Blue=6.
Violet=7.
Gray=8.
White=9.

None=+or-20%.
Silver=+or-10%.
Gold=+or-5%.

So red=2, red=2, black=0, silver is 10%.

First color is digit.
Second color is digit.
Third color is power of ten.
Fourth color is tolerance.

22*10^0/+or-10%.

So answer is 22+or-10%.
