A scheme shown below is to generate a wide band FM modulate signal.
Narrow band FM has carrier frequency = 400 KHz
Deviation ratio = 0.2
Wide band FM has carrier frequency = 100 MHz
Deviation ratio = 6
Local oscillator frequencies can be

n = 6/0.2 = 30.
Now,
fout = 30*400 = 12 mhz.
fout = fl+fin.
fl = 100+12 = 112.
fl = 100-12 = 88.
Now,
fout = 30*400 = 12 mhz.
fout = fl+fin.
fl = 100+12 = 112.
fl = 100-12 = 88.

f(up) = 100 Mhz + ((6)(0.4 Mhz)/(0.2)).
f(low) = 100 Mhz - ((6)(0.4 Mhz)/(0.2)).
f(low) = 100 Mhz - ((6)(0.4 Mhz)/(0.2)).
