To emit the light, it is necessary NAND gate output is zero, for NAND O/P zero. Both the I/O must be height. And it is not possible in any case.

Here only one input is given in XOR gate. And if both the inputs are same then it generates 0 which causes output 1 from NAND as well. So, LED will glow irrespective to S1 and S2.
