For a Ring Counter, No.of flip-flops required = No.of states. SO... in MOD N 'N' Indicates no.of states. Where as BCD for Counter Maximum count is 9 and for Ripple Counter No.of flip-flops = No.of Bits (N-Bits).

No I think. Ring counter is correct. If it uses 4 FFs. It utilizes only 8 counts out of 16.
