An n-bit ring counter has only n states. Here 5 flip-flops are present (i. e 5 bits) so it has 5 states.

Just remember - a flip-flop can store one-bit value so the number of states will be 5.

Ring counter means N-bit counter 5 ff means 5 bit so 5 states will be there.

In-ring counter, the number of the state depends on the number of the flip-flops.
